Federal Funding for Post-Secondary Education


In the early to mid-1990s, government grants for university and college education declined dramatically, with provincial revenue alone declining by nearly 30 percent from 1992-1993 to 1997-1998, a total of more than 00 per full-time student. Federal revenues followed a similar trend during that period, with billions of dollars cut from funding for university and college education.

As a result of this decline in funding, quality was eroded: student to faculty ratio increased, infrastructure crumbled, waitlists grew longer, and student services were reduced. During the period of the greatest cuts, college campuses were closed, and Memorial University cancelled course offerings and programs.

Although recent budgets have restored per student funding to early 1990 levels, the damage done by funding cuts in the intervening years has not been addressed. The Canadian Association of University Teachers estimates that billion is needed to eliminate accumulated deferred maintenance at Canadian universities.
